A trade outpost is a player operated fleet where resources can be bought or sold by others. The trade outpost can provide this service to any nearby fleets. Also, if it is stationed over a planet it can provide resource exchange to any colony on the planet through the local trade screen.
A trade outpost can also auto-permit refuel, for a price, of any empire of a certain diplomatic stance to your own, as long as sufficient uranium is available at your station.
Once a trade outpost is installed, it takes 30 game days (12 RL hours) before it can be uninstalled and moved again.
To set up a trade outpost you must construct a space station or a crimson web.
Once you have your ship constructed you make it the flagship of a new fleet. Only the flagships of fleets have the ability to be trade outposts. Go to the Fleet Navigation page and click the "Setup Trade Outpost" button down on the ship listing.
Then you need to move it to its desired location and then open it up by setting the pulldown menu to empire, faction, or public. This controls who can trade at your station. Then you need to set the buy and sell price for resources.
After everything is all set you open the trade station, and from here you can also trade with your colony directly, if the station is in orbit around a planet where you have a colony. You can click the "setup trade outpost" at anytime to modify settings or close the station.
You can access the outpost either from a colony through Local Trade or trade directly with a cargo fleet at the same position. As the owner of the outpost you do not pay for your goods, so regular trade is the method to load/unload your outpost.
Remember that all transactions at that outpost go against your personal credits. Someone might sell you a lot of resources, so you might lose a large number of credits at any time.
Trade Outposts must be orbiting the planet for it to show up on the list of local stations on the colony menu. If it is at your colony only ships which are also at your colony can trade with it, other colonies cannot.
If you don't want someone to fill your outpost with a million units of food, then do not enable your station to buy food.
